Risk Assessment (Few operations are completely without risk.)

It is the Union ’s duty to provide a safe environment and the equipment to carry out such operations as are deemed necessary to present Championships and Tournaments as professionally and safe as possible.

To assist with this, the B & D.U.G.C. have appointed an external Safety Advisor who will as far as is reasonably practicable ensure the safe organisation and operation of all events and Championships.

The Safety Advisor will inform the B & D.U.G.C. of his location and points of contact for the duration of each event.

It is the duty of the Chairman of the Championship Committee to ensure that an appointed B & D.U.G.C. Health & Safety Co-ordinator is present at each event and that the appointed person has been advised how to implement any necessary requirements regarding Health and Safety.

It is the duty of the appointed B & D.U.G.C. Health & Safety Co-ordinator at each event to carry out duties allied to Health and Safety and to ensure that equipment is used in a manner, which is safe to him/her self, co-workers, participants and members of the public.

The B & D.U.G.C. Health & Safety Co-ordinator will ensure that all personnel present adhere to the procedures laid down.

Each B & D.U.G.C. Health & Safety Co-ordinator should carry out constant risk assessments whilst carrying out their duties. Where problems exist in terms of Health and Safety matters they should inform the Chairman of the event, and contact for guidance if necessary should be made with the B & D.U.G.C. appointed external Safety Advisor.

Particular attention should be made to the possibility of thunder and/or lightning affecting an event.

The Chairman of the event should ensure that all on course personnel are familiar with the suspension of play procedure and are able to operate any audible warning devices used properly.

B & D.U.G.C. Representatives assigned to oversee events for players under the age of 18 should be made aware of, and be trained in, child protection procedures.

All accidents and/or incidents must be recorded in the B & D.U.G.C. Health & Safety Coordinator’s accident / incident book and be reported to the B & D.U.G.C. Secretary as soon as possible for recording into the master B & D.U.G.C. accident / incident record book.

Operating Procedure for B & D.U.G.C.

Championship Control The host Club will be responsible for providing a safe areas for Championship Control and Score Boards.

The appointed B & D.U.G.C. Health & Safety Co-ordinator should ensure that the following:

Equipment, Documentation and Notices are available for use on Championship days:-

a) Fire Extinguishers / Fire Action notices / Emergency Procedures.

b) First Aid Equipment / First Aid Personnel / Emergency Procedures.

c) An Accident Record Pad (BI 510).

d) A Reporting of Injuries, Diseases & Dangerous Occurrences Pad (F2508/F2508a).

e) Course Transport / Safe route.

f) Radio Control / Communications.

g) Suspension / Resumption of Play Klaxons / Procedure notices.

h) Competitor / Officials Medical Information Forms.

Should electricity supply cables or computer equipment cables cross public walkways, they must be encased in (Hazard marked) conduit strip.

All Scoreboards must be sited in positions which do not obstruct or create congestion on public walkways and emergency exits.

Clubhouse Procedure

This procedure will be implemented by the B & D.U.G.C. Health & Safety Co-ordinator appointed for the event. He must acquire a list of telephone numbers for emergency services, including the nearest A&E Hospital and Police Station, other than 999. Also if possible he should be aware of participants’ present allergies and/or medications.

The B & D.U.G.C. will take out adequate insurance against fees incurred where emergency medical procedures are used in respect of anyone under the control of the B & D.U.G.C.

Illness/Accident Procedure

First on the Scene:

Should an emergency relating to physical harm or illness occur in the Clubhouse during an event the B & D.U.G.C. Health & Safety Co-ordinator shall first of all establish where the appointed First Aid person is and get him/her on the way to the casualty. He will then contact the appropriate emergency service, using either 999 or the local number he has ascertained prior to the event. A copy of such numbers shall be issued to all B & D.U.G.C. personnel on duty.

After arranging for the First Aid person to get to the casualty and contacting the emergency service required the acceptance form should be checked (if it is a player) to see if the casualty has any allergies. If so the emergency services should be informed whilst they are en route via their control.

Emergency Vehicle Required

The B & D.U.G.C. Health & Safety Co-ordinator should physically inspect the access points in order that he may clearly identify them and give clear directions to the emergency services control.

Should an emergency vehicle be required the B & D.U.G.C. Health & Safety Co-ordinator should check that the way to the area is clear i.e. any gates previously identified are unlocked and open.

This procedure will have been discussed at the preview meeting with the host club. He should ensure the entry point is indicated to the emergency vehicle and that, where possible, other B & D.U.G.C. personnel have been placed at previously identified strategic places to direct the emergency vehicle by the most direct and safest route to the area where the casualty is.

It is important that the B & D.U.G.C. Health & Safety Co-ordinator briefs all B & D.U.G.C. personnel involved in the event as to the location of the access points, and the route emergency vehicles should take and informs them of the procedures for opening / unlocking any gates.

At the first preview for the event the B & D.U.G.C. Health & Safety Co-ordinator should ascertain any emergency procedure operated by the host club and if different from that of the B & D.U.G.C. the procedure to follow should be decided upon.

All accidents and / or incidents must be recorded in an accident / incident book and reported to the B & D.U.G.C. General Secretary as soon as possible.

Golf Course & Practice Ground Procedures

This procedure will be implemented by the B & D.U.G.C. Health & Safety Co-ordinator appointed for the event.

He must acquire a list of telephone numbers for emergency services, including the nearest A&E Hospital and Police Station, other than 999. Also the B & D.U.G.C. Health & Safety Co-ordinator if possible should be aware of participants’ present allergies and/or medications.

All practice facilities must have warnings as to the number of players permitted, the range of clubs to be used and the direction of play to be used.

Illness/Accident Procedure

First on the scene.

Should an emergency relating to physical harm or illness occur on the course or practice ground during an event the first B & D.U.G.C. official to become aware of the situation must immediately contact the events appointed H&S Co-ordinator who will direct all further actions.

The events appointed H&S Co-ordinator will contact the First Aid person and ensure that he/she is despatched to the scene as soon as possible utilising an B & D.U.G.C. buggy if available, and then contact the appropriate emergency service using either 999 or the local number provided in the preview sheet, a copy of which shall be posted in a prominent position in Championship Control.

If the casualty is a competitor then after arranging for the First Aid person to get to the casualty and contacting the emergency service required the appointed H&S Co-ordinator should check the entry forms or computer (Players File) to see if the casualty has any allergies. If so the emergency services should be informed of these facts whilst they are en route.

Play in the vicinity should be suspended to assist with the safety of persons attending the casualty and to assist with the arrival of any emergency vehicles required.

Emergency Vehicle Required

Should an emergency vehicle be required B & D.U.G.C. Officials should ensure that the way to the practice ground or the golf course is clear of any obstructions and that if there are any gates between the access point from the road to the practice ground or the golf course they are unlocked and open. The access point which will have been identified and inspected on the previews will be relayed to the emergency vehicle and if at all possible be attended by a B & D.U.G.C. Official, preferably with a buggy and radio to direct the emergency vehicle to the situation via the most direct route. The Chairman of the event should ensure that all B & D.U.G.C. Officials on duty during the Championship and on practice days are familiar with the foregoing procedures.

Dangerous Situation - Suspension of Play

The Chairman of the event should ensure that all on course personnel are familiar with the suspension of play procedure and are able to operate the klaxons correctly.

Suspension of Play will be signalled by One long blast of the Klaxon.

Should the suspension of play be for thunder and lightning all officials on the course should do their utmost to ensure that all competitors are in a safe position i.e.: away from trees and do not have any clubs in their hands and should they have an umbrella up ensure that it does not have a metal shaft.

Before ordering the re-commencement of play the Chairman should contact all officials on the course to ensure that from their perspective their is no longer any danger from thunder or lightning.

‘Safety On The Course’ notices should be displayed prominently in Championship Control and brought to the attention of all the Competitors, Officials and Spectators.

Resumption of play

Resumption of play will be signalled by Two blasts of the klaxon.

Competitors and Caddies whether they are on the course, in shelters or in the clubhouse, will be informed by Bradford & District Union of Golf Club Officials that play will be resumed shortly.

Competitors and Caddies will be given sufficient time from this notification to the two blasts of the klaxon, to reach the point on the golf course where they were when play was suspended.

When Competitors and Caddies are back where they were when play was suspended the Bradford & District Union of Golf Club Officials will report this fact and the order to sound the klaxons (2 short blasts) will be given.

No Competitor shall resume play until the 2 klaxon blasts have been blown.

Failure to comply (Rule 6-8b) shall lead to the Competitor being disqualified.

Notes for guidance:

Suspension of Play considerations.

Electric Storms - Thunder & Lightning.

Poor Visibility - Fog, where a player cannot see the total distance of the intended shot.

Adverse Weather - Torrential Rain, Hail & Snow, creating hazardous underfoot conditions.

Major Disaster - Road, Rail & Air crashes.

Safety on the Course

For your own safety please ensure that you read this Notice.

Note to Rule 6-8b

When play is suspended by the Committee, if the players in a group are between the play of two holes they shall not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole they shall discontinue play immediately and shall not thereafter resume play until the Committee has ordered a resumption of play.

Penalty for breach of condition : Disqualification

Note: A suspension of play will be signalled by a prolonged blast on the klaxon. Players will be notified to resume play by two blasts on the klaxon.

Every effort will be made to ensure the warning is sounded with sufficient time to allow for all Competitors, Caddies and Spectators to evacuate the course prior to an electric storm striking the course.

BRADFORD UNION OFFICIALS WILL BLOW THE KLAXONS AND THAT IS THE SIGNAL FOR ALL TO MAKE THEIR WAY FROM THE COURSE. SHOULD IT NOT BE POSSIBLE TO GIVE SUFFICIENT WARNING TO CLEAR THE COURSE PRIOR TO AN ELECTRICAL STORM STRIKING THEN PLEASE READ THE FOLLOWING ADVICE.

This advice is designed to be of help and assistance and are not instructions or part of the Conditions of the event and the Bradford Union of Golf Clubs are not liable for any damage or injury caused by the following of this advice.

Do NOT seek cover in Wooden or metallic shelters, wherever they are located, unless the shelter in question is fully enclosed and is properly earthed. Should play be suspended by the Committee and there is insufficient time to evacuate the course please stand away from your Golf Clubs and Trolley, and do NOT put up your umbrella.

When the warning Klaxon is sounded ensure that you do NOT stand under any overhead power lines.

Do NOT shelter under trees or on any high ground.

Do NOT take cover in Wooden or Metallic shelters, unless the shelter in question is fully enclosed and is properly earthed.

Do NOT exit the course by walking under trees if at all possible.

Switch off and most certainly  Do NOT use a mobile telephone.

Keep as low as possible and if necessary crouch down in the nearest bunker or lowest point of the Golf Course.

Do NOT put up your umbrella under any circumstances.

Reporting of Injuries, Diseases & Dangerous Occurrence Regulations 1995.

The Health and Safety Executive are in the process of streamlining the reporting procedure for accidents / incidents where:-

a) As a result of an accident / incident an employee is off work for more than 3 days

b) Any individual or individuals are taken to hospital by ambulance or any other means for ANY reason.

Any such accident must be reported within 10 days either by contacting the points listed below, or by completing and posting the appropriate form F2508 or F2508a.

The person designated as Health & Safety Co-ordinator must ensure that in either of these cases the accident / incident is reported.

On site (i.e. in the case of Championships) at the venue there should be a HMSO Accident Record book No. B1 510 or equivalent, all accidents / incidents must be written into this book and recorded in the B & D.U.G.C’s Accident Record book.

ALL ACCIDENTS / INCIDENTS SHOULD BE REPORTED WITHOUT DELAY TO THE B & D.U.G.C. APPOINTED EXTERNAL SAFETY ADVISOR.
